I'd say the Carnotaurs cause they got that whole super chameleonic color changing ability. I mean those suckers can ever mimmick complex patterns for cryin out loud

These are probably your best bets. They're pretty much in order except for Tokyo SOS, as its the only Godzilla movie I haven't watched yet.
