Selective breeding ain't gonna work, lizards aren't even close to being a dinosaur and you can't change that much in an animal in only a few hundred years. It took thousands to get a chilhuahua from a wolf, and they still have basically the same body structure, a lizard and a dino aren't even close.
Genetic engineering is the only thing that's ever going to work, and it'll be take in steps.
