Also, it's safe to submit the error report to Microsoft. They have the ability to let youk now if there is a fix to it. Simply searching the web will not tell you much unless everyone has the problem.
The only other solution I see, well not a solution, is that the disc itself could be damnaged. Check it to make sure there are no scratches, or dust on the bottom layer. If there is any dust clean it off with an anti-lint rag.

Right click on your setup.exe, and set compatibility mode for Windows 98/ME. Do the same to simjp.exe.
Also, go into your configuration wizard for the game and change it to the lowest possible resolutino you can (640x480 x 16-bit)?
How old is the computer? What kind of video card and processor does it have?
