I tried that, and it's just the normal "Open to the Public"
cheat that lets you select your 5 digsites (or 3 digsites for PS2) without the required stars. Still a good cheat, but there's no cheat for all digsites.

i think its impossible to get 9 sites on the consoles, but i have it on pc so i wouldnt know
