Probably back in 2007. Most people who subscribe to the forums prefer not to be contacted by Administrators via mass-mailings. People get really angry when someone doesn't obey the privacy settings for mass-mailings, so I just send the mail about to people who want to be contacted with updates. Some I guess prefer not to be contacted at all after they sign up. As soon as I finish the new layout (which is proving to be very difficult for me right now--I need more free time........), I'll send out a mass-mail from the forum.
