Actually I considered the whole recruitment factor. A lot of people actually like "cosplay" and fan clubs. Now if we use this technically we can approach people from the comic book/science fiction convention area. It's how SG-Command, the organization I mention I am a member of, was started and I think it should reasonably work. Here's the catch you have to go out and show off your costume to them to get the crowd interested even if you go alone. Now the method of running things and working cooperatively would be to make this per region, but under one united banner that way it's easier to create the level of interest.
As far as price tags go on this the JP Costuming thing is actually probably the cheapest from what I've seen. The only thing that appears costly are the Airsoft Guns and probably the Security Work Force Costume. You can get things that look exactly like what the cast wore though for probably dirt cheap. Patches usually retail any where between 2 dollars to 10 dollars and embroidery (this is probably a reality as the pink shirt costumers would need this) is probably close to 15 to 20 dollars (I over estimated I think, but it's generally the area it would be in). The goal would be to keep it in the lower triple digits and upper double digit price range. I figured I would share this because it goes with the whole talking to folks to get them interested and already do a lot of costumes.

Embroidery, depending on who you know, could be more or less complicated. Some embroidery places will only do what they have on hand. It'll cost more to have them do something special, like the JP logos on the shirts. Also depends on material.
